fix: use npm distribution for find plugin

Summary

• switch openharness-find-plugin from the obsolete pinned Git distribution to the published @microspotlight/openharness-find-plugin@0.1.0 npm package
• align the English and Chinese catalog copy with the implemented discovery, install, upgrade, cancellation, rollback, verification, and activation behavior
• declare the network, DSH profile, environment, and command access used by the portable DSH runtime adapter
• update the deterministic catalog test to enforce the npm distribution metadata

• pnpm verify:distributions (all 241 entries passed, including openharness-find-plugin@0.1.0)
