added two new player options:
/paynotificationtoggle(alias/paynotify): mutes the message a player receives when someone sends them money with /pay/tpaheretoggle: blocks only incoming tpahere requestsbehavior change: /tptoggle now only block tpa request, tpahere has its own toggle, the two options are fully independent
Both follow the existing toggle pattern: optional
<player>arg with a.otherpermission & two new placeholders (user_is_pay_notification_disabled,user_is_tpahere_disabled)
