Finally no longer a docker issue, but now it seems to be something with database, so still not really dependent on any actual test... |

Finally implements API moderation endpoints meant to be used by moderators to disallow, reallow, and view lists of disallowed assets, usernames, email addresses, and email domains.
Still need to somehow include
successin responses.
