This PR upgrades the Outline SDK dependency to
golang.getoutline.org/sdkv0.0.23along with other Go dependencies.outline-sdkmodule path and bumped other Go dependencies ingo.mod.DoHStatusconstants from type alias to basicintinbackend/doh.goto prevent them from being stripped during Java binding generation under Go 1.23+ (see x/mobile: type aliases no longer export golang/go#71827).
