Adds commands and data relating to Patreon.

The limit on one song per user has been removed and you can queue almost a limitless number of songs. Why? Each user has a personal queue and when more than one person has queued a song they get staggered between everyone's queue. Because of this, you can now queue an entire playlist although there is a limit to the length just for speed reasons.
