This adds phpstan as dependency and also to github actions.
I also added as dependency, it was just a transitive dependency until now. I also added it to github actions.
I also fixed some phpstan errors (mainly adding declare strict types) and fixed errors arising because of that change.
Everything was tested afterwards in a huge live project and it worked.
