Fix profile commuter exclusion indicators when distance rates are disabled

Explanation of Change

This PR centralizes the "active home and office commuter exclusion" rule in the policy selector seam so both Profile and Home derive the same answer from policy state. The commuter exclusion indicator, hint, and Add home address prompt now require areDistanceRatesEnabled, which hides them as soon as Distance Rates are disabled even if the saved commuterExclusions configuration remains in Onyx.

Tests

1. Launch the app and sign in.
2. Create a workspace with a company address.
3. Enable Distance Rates, then enable commuter exclusion with the Home and office method and select office and home locations.
4. Go to Account > Profile and verify the home address row shows the commuter exclusion indicator and workspace hint.
5. Disable Distance Rates in the workspace.
6. Return to Account > Profile and verify the commuter exclusion indicator and workspace hint are gone.
7. If the account does not have a saved home address, open Home > Time sensitive and verify Add home address is not shown after Distance Rates are disabled.
