Port to 1.21.1 Neoforge

Ports to 1.21.1, Neoforge, and the latest Dynamic Trees version.

Note

In the prickly pear cactus generation, I'm not sure what to set some of the settings to:

• (Mostly) fix prickly pear cactus generation
