[þing-01] P3: ADR-013 references PLATFORM-001 by URL #138

Context: the platform's Appwrite-seam identity/config was folk knowledge — one unowned laptop .env as origin, one all-powerful key, and misconfiguration that silently succeeds into phantom storage. The ratified verdict fixes this via one contract ADR (PLATFORM-001), one owned coordinates registry file, declared classification, three credential tiers, and raise-by-default failure semantics.

Do (orð_01 §5 / dómr §V P3; ledger row added after orð_18 flagged it missing): ADR-013 (the wire contract) cross-references the seam's identity/secrets/configuration contract by URL, never by copy — PLATFORM-001, homed in views-appwrite. The wire contract governs the data crossing the seam; PLATFORM-001 governs the identity/config crossing the same seam (þing-01 S1: the two halves of one seam). One reference section entry + a post-adoption note; no normative change to ADR-013.
