fix: align ndk with android app

Problem

Bitkit Android uses r28b / 28.1.13356709, while Bitkit Core's hosted Android publication workflow uses r28c / 28.2.13676358.

Scope

• Change the Android build and publication configuration to r28b / 28.1.13356709.
• Set ANDROID_NDK_HOME and ANDROID_NDK_ROOT to that NDK path.
• Publish a new immutable Bitkit Core Android package for integration in Bitkit Android.
