Swap Inputs in the paragraph opens a new copy of an existing block of code text

**Bug Described**
Same issue as #258 but for Swap Inputs instead of Listing 1. When clicking on the Swap inputs link, it provides a new paragraph block of text instead of hyperlinking to the existing one.
