At least on the Android version of the application, if you go to export settings and choose to export the channel information. The resulting JSON only includes the channel names and secrets. It doesn't include the region scope setting for the channel.
Since it doesn't export any region scope information, I assume there is not way to import it. Having the region scope information in these configs is important when trying to share channels with individuals on larger networks as want to enforce specific scopes for specific channels and eliminate unscoped flood traffic.
