Subject: [PATCH] docs: add GHEC and GHES billing dashboard paths to cost
 management step

Learners on GitHub Enterprise Cloud or GitHub Enterprise Server couldn't
locate their AIC usage because the step only described the personal
account billing flow on github.com.

This change adds environment-specific navigation paths for all three
deployment targets and a note for GHEC users who may not see the
Copilot section without admin confirmation.
