GitHub actions bot can't get CLA approval to sync dart-lang/skills

It looks like we can't grant github-action-bot CLA approval because it's a security risk. Instead, it looks like we can create a custom GitHub account to author commits (see go/github-docs/robots) or create a GitHub App instead.
