Enhance Eloqctl test

Current eloqctl test only use simple eloqctl command, we need:

1. check return value is expected. For example, you didn't check the return value of eloqctl status
2. check database, you should run end to end SQL/Redis queries.
3. check grafana/prometheus including whether it is started and whether dashboard is included.
