Fix the documentation issues

• version selector doesn't work
• stable is latest and latest is ?
• link to protobuf documentation always points to latest make it relative somehow

seems like there's issues with either the theme or with the docs action in the COMPAS infrastructure. will wait for updates from our excellent engineers
