`buildgraph stats` — repo analysis metrics

Output metrics that help teams quantify the value of BuildGraph and justify adoption internally.

Acceptance criteria

• buildgraph stats outputs: total functions, total services, avg rebuild scope per change, baseline size, analysis time
• Support --format json and --format text
• Can run without a baseline (just analyzes current state)
