Thanks, this is a helpful Phase 2 tracker and it matches the current state of plan.md.

One small suggestion: item 9, the unit-test harness, is probably the best next PR because it gives us better coverage for the timeout, credential-permission, and versioning changes that follow. It may also be worth adding labels/milestone metadata here so this issue is easy to find as the Phase 2 tracking issue - for example, maybe adding a "phase-2" label.

Otherwise this looks good to me!

@dlq, I think this issue is not fully complete yet, as there are still two remaining items from Phase 2. It might also be helpful to add an appropriate label to this issue, but I don't have permission to do so.
