Allow env var to use %LOCALAPPDATA% in bot.toml

Allow the use of %LOCALAPPDATA%\RLBot5\bots\torch-archive in the bot.toml to set the path of torch. Currently, the bot either has to be placed in the RLBot folder or the torch path has to be hardcoded. Doing this would allow GGLBots to stored anywhere, which is good for private bots because storing them in the bot folder is volatile since it can delete your stuff.

Virx has already been working on something like this ( #118 ) where the gui will tells the bots where torch is through environment vars. I don't know if it is 100% done.

Yeah I talked to him about this already and he asked me to make an issue here. He completed the effort to allow setting the torch location but it still doesn't allow for %LOCALAPPDATA% which is the last piece we need to really make this work
