I ran into this on the edge branch of zirconium-hawaii, but I was also able to replicate this with the Arch Linux kernel package from the ogc/kernel-packages repo.
On v7.1.2-ogc2, after loading the amdgpu driver (whether automatically via systemd or manually through modprobe amdgpu), my screen locks up. The rest of the system is operational, but the gpu driver is broken. I do not run into this issue with v7.1.2-ogc1.
It's interesting to note that there is only one extra patch on v7.1.2-ogc2, which is 351f72f.
