Make the rule unambiguous in LABELS.md / labels.yml / CONTRIBUTING: a pull request carries exactly one ownership label (filigran team or community) and nothing else. Type, area/scope and workflow labels are issue-only (Renovate/Dependabot dependency labels exempt).
