Display publish button for runbooks where their git dependencies have changed

The enhancement

The Need

When a git dependency from a runbook has changes there is no publish button displayed in the UI. You can publish the runbook using the API but not through the UI.

Solution

Detect when there has been a git commit on the dependency and show the Publish button in the Octopus UI.
