Omit registry URLs from npm lockfile

Add a project npm setting that keeps registry tarball URLs out of package-lock.json. Regenerate the lockfile without changing its dependency graph or integrity data. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
